In the early winter of 721, Tadahisa's older brother, [[Itoh Hideki]] returned from the south to assume his place as the heir to Itoh Kosho. Tadahisa took up residence in far eastern Dewa, and has claimed lands that once belonged to the Uchida and Nakamura clans.

At the time of his father's death, Itoh Tadahisa was assisting lords Nakamura Reizo and Uchida Tatsuya in a minor campaign against some Emishi villages in the Ou mountains, at the command of Governor Kiyohara Noburo. Tadahisa married Nakamura Keiko in the fall of 721.
